Legislative Update 76: House Forms Special Committee to Explore Oil Spill

Dear Friends,
Governor Barbour has announced that he will call a special session later this week. The legislature will be asked to provide economic incentives for a company that is considering bringing a multi-million dollar manufacturing plant to the Delta. While the Governor has not announced the name of the company or the type of plant at issue, he has said that it is not an automotive plant. During his speech to the Mississippi Economic Council last week, Governor Barbour said the plant will be a “very sophisticated, advanced manufacturing” operation that will create up to 500 jobs.
After two sessions in the legislature I have come to believe that success in the spring does not happen without effort in the fall. For bills to have a reasonable chance to pass, they have to be placed before chairmen and committee members early. Over the last several weeks I have been meeting with House counsel and legislators across the state to prepare for the upcoming session. While this work is important, I especially value the input of the folks in my district.
Many of you have called or stopped by my office in Pascagoula to discuss the 2010 session. Thank you. These conversations are great preparation for January. If you haven’t already done so, please get in touch with me so we can discuss your priorities for the session. Your input and insight is an important part of this process.
The Center for the Advancement of Leadership Skills (CALS) program, a partnership between the Southern Legislative Conference and West Virginia University, convened October 3-7 in Morgantown, West Virginia.
I was fortunate to receive one of 22 scholarships to attend CALS. The purpose of the program is to prepare early and mid-career legislative, executive and judicial branch officials for their roles in state government. The program helps to create a dialogue among state officials who might rarely cross paths. CALS provided me with a unique opportunity to gain region-specific information on issue trends and forecasts and leadership/skills development from highly qualified professionals including historian Richard Norton Smith and former West Virginia Governor and Congressman Bob Wise. I’m grateful that I had the chance to spend time with state officials from around the region and learn from their experiences in government.
